Lisa Barry

Lisa Barry is Vice President and General Manager, Government Affairs for Chevron. Ms. Barry manages the Chevron government affairs organization, including federal, international, and state government affairs; legislative and regulatory analysis; and the political contributions and compliance programs.

Prior to joining Chevron, Ms. Barry was Senior Vice President, International Public Policy in Time Warner Inc.’s Global Policy Group. There, Ms. Barry developed and executed global strategy and policy initiatives to advance the international business agenda of America Online, HBO, Time, Inc., Turner Broadcasting, Warner Music Group, and Warner Bros. Studios.

Ms. Barry had a nine-year career at The Boeing Company, where she served as Vice President for Commercial International Operations and International Trade Policy. Ms. Barry developed and coordinated a strategic government affairs program to advance the company’s international sales agenda for the commercial airplane group and through her work positioned Boeing as the U.S. company synonymous with exports and international trade. She led the business community’s successful effort to normalize U.S.-China commercial relations, including securing PNTR for China.

Ms. Barry has held a number of positions in the public and private sectors. She served as Principal Deputy Assistant Secretary for Import Administration at the Department of Commerce, where she was responsible for administering U.S. unfair trade statutes and import programs, including the steel and machine tool restraint agreements. Between 1987 and 1989, Ms. Barry served in the private sector as Vice President of the Council on Competitiveness. There, she was involved in the Council’s pioneering work to build a greater understanding of the dimensions of the competitiveness challenge and the policy prescriptions to address that challenge.

Between 1980-1986, Ms. Barry worked at the Office of the U.S. Trade Representative. She served in a variety of positions advancing the international agenda of various industry sectors, including Director of Aerospace and Export Financing, Executive Assistant to the Deputy U.S. Trade Representative and Deputy to the U.S. Trade Representative for Trade Policy and Analysis.

Ms. Barry also served as a legislative/appropriations staff member for former Congressman Silvio O. Conte. In that position she supported Mr. Conte’s efforts to fund U.S. foreign aid programs and the Export-Import Bank of the United States.

Ms. Barry holds a Master’s Degree in Foreign Service, with high honors, from Georgetown University and a Bachelor’s Degree from Bates College where she graduated Phi Beta Kappa.

She is a member of the Council on Foreign Relations and serves as a Trustee of Meridian International. She served as co-chair of Meridian’s 2007 Annual Ball, which raised in excess of $900,000 for Meridian’s programs.
